For me, it would be a tool that is at least #1,  and ideally also #2:

1. useful e.g.
- platform independent (WASM or JS based)
- coroutines to hide async ops (missing in JS)
- expansive modern libraries (JS based?)
- improved debugging tools

2. ideal e.g.
- abstract slots
- capabilities
- actors
- mobile objects
- transactional persistence
- minimal syntax and semantics
- continuations
