Wrapping every function in OpenGL is probably a pretty big task. Restricting to the ES subset sounds like a pretty good idea though.
I'd still probably wrap everything, since I am not very happy with the capabilities of the current canvas API. Having access to OpenGLES entirely would allow changes while cutting to the functionality to the points where its barely enough would help us with cross platform but not with dusting off ui2.
