I have never tried it myself and have the impression that you might have
to install Cygwin to get it running. Note that the performance is a bit
limited since only the first of the two compilers is implemented.

The latest release from Self runs on Intel Macs as well as PowerPC ones
and has all of the famous Self optimizations. So this is probably a
better starting point for a Windows port but I haven't heard of anyone
working on this.

Note that the sources for Strongtalk has been recently released and it
only runs on Windows:

This probably has exactly the pieces that would be needed to port Self
Mac Intel to Windows.
